Is that white fly on the papyrus leaves?

Shake the leaves, if they are, they will fly, After a while, they will turn black? Eggs?

I think Sevendust helps, Dawn Dishsoap and water in a Spray bottle. They would get on my Ghost Peppers. I would turn the pot sideways spray with the hose while rubbing them off. It actually works good, just have to keep an eye on them. Maybe the chlorine in the water helped? Good Luck
