Maybe it is safe to assume, in some circles, the x is used in reference to ounces. So, it may mean 2 pounds and 10 ounces.
Exactly what is this in reference to, Kimmy? Are we talking about table salt or cement?
With the information provided I can only guess, but it seems to mean:
2LBS 10 times... so 20LBS would seem to be a reasonable answer here.
When measuements are presented in this manner it is common to find the "material" sold in 2LB quantities so they set the recipe or list up so you can work with the least chances for error... ;)

Oh, why didn't you say that in the first place? That means 2 pounds of 10x powdered sugar. It is a type of sugar. 10x means it has been refined 10 times.
10x is just another name for powdered sugar. So, you need 2 pounds of powdered sugar for a recipe or what not.
