Are you dual booting XP with Linux, have you installed it or attempting to run a live CD?

The more information you give us the better able we are to assist with your issue.

So have you installed Linux on your machine already ?

If you have you will need a boot loader programs like GRUB or similar that controls which OS you boot into..

    Right.
Well you can install any of them without a net connection.
Ubuntu is one of the easiest to use for a first timer.

Ok I Have Downloaded Linux On A Cd But It Says I Need Internet And When I Boot From It The Disk Fails Or Something.

Normally when you download linux it's as an image file.
This is then burnt to CD and you then boot from that CD.

With Ubuntu you get the option to try it (live CD) or install it.

Please try the live CD option and you can install from there.

I must ask why can't you connect to the net while you are doing this.
All you in to do in plug in a connection..
