But Israel was declared a nation in 1948 and there does not seem to be a statistically significant emigration to it since then. How does that fulfill a prophesy? And how long should one wait since it's been since 1948?

It's return as a country IS fulfilment of prophecy.
What's so hard to understand?
At the time of Jerusalem's destruction and the cessation of Israel, there were Jews living all over the known world.
Why would you think that ALL Jews would have to come back to Israel for the prophecy to be true?
You should know that quantity is unimportant, what is significant is that large numbers of Jews emigrated to Israel and the nation was reestablished. The prophesy was fulfilled in the Jews returning to their ancestorial homeland and the reestablishment of the State of Israel in 1948. What has happened since 1948 is the Jews have been defending themselves against the Arabs/Palistinians, so now we are waiting for the fulfilment of other prophesies, the two witnesses, the return of Christ, Armaggedon

Consider this verse written over 2000 years ago:
Who has ever heard of such a thing?
Who has ever seen such things?
Can a country be born in a day
Or a nation be brought forth in a moment?
Yet no sooner is Zion in labor
Than she gives birth to her children
That verse is found In Isaiah 66:8... it was fulfilled May 14, 1948.
Incidentally it is NOT the only prophecy fulfilled in the Bible. It gives even an ATHEIST a moment to pause... huh? I hope anyway... :)
