If anything there could be a house rule against it, which may get you excused form the resaurant if you were caught doing it. However, if it were a mulitple-stalled restroom without a locking door, I wouldnt be surprised if there WAS a law against it... it seems appropriate.
As for me, I spent quite a few years in the restaurant business. We had single-stall restrooms with a door and a lock. Any decent person would not only close the door but LOCK it, as well.
I didnt even care if there was a "line" ...if that mens room door was LOCKED, I was checking the womens within 2 seconds. Thats just how it was. I was at work and had far too many tables to be waiting for someone to finish their business. It was rare enough just to get the chance to get away long enough to use the restroom!!
