Why don't you pay the tickets then and get it off your record?

Depends, was a warrant issued for falure to pay them, Was that payment part of a probation ?

If there is no warrant, then yes you can get the ID, expect them to now know where you live to collect that fine.

I do agree, pay the silly fine and clear this up, if it is showing on your record, it can effect or hurt chances for jobs

Not if you still owe money... a debt is a debt... particularly if owed to a government entity.

Pay it. I would think they would give you an ID, BUT you may have a suspension which means you might not be able to get a driver permit until it is taken care of. I know they do that in my state. Not sure about Texas.
