The more I look at it the more it looks like one of those smoke free ash trays.

You put your cigarette in the little grooves, you push the middle button and the fan thingy opens up and sucks the ashes and smoke into a bowl thingy attachment.

Are you seeing it, because that's all I can see now. ;)

It's the thingy that hold the round thing that you need to change every once in a while. You can see it when you open the hood of the car.

Darnit, what's the technical term for it?

Most cars don't have one.

The thing on top of car hoods is a "Hood scoop" http://en.wikipedia.org/wiki/Hood_scoop

Large ones show up when there is an intercooler mounted on top of the engine.
