    Not doubting your soldering expertise addia2007, but you may have a cold solder joint, or two.

    To regress;
    You checked the AC adapter (Charger), to make sure it is putting out 19 Volts? (DC)

    Had an assistant wiggle the power cord TO AC adapter, and cable FROM AC adapter to laptop?

    No intermittent reading?

    To go on;

    The chipset to receive power is the power correcting chipset. A type of Power MOSFET.

    Do Not know what one is used on your Toshiba. It isn't common knowledge.

    CAN give you some examples though,

    1) https://docs.google.com/viewer?a=v&q...HkW05ZjLqeH4Jg

    2) ISL6251 - Low Cost Multi-Chemistry Battery Charger Controller

    3) KB926QFB1 datasheet, kb926qfb1 series data sheet pdf,KB926QFB1 picture,KB926QFB1 manual

    Remember,. it's a Power MOSFET. Use a heatsink on the J leads.

    I picked up a Laptop set out to the road for disposal, plugged in power supply, the light on power supply lit, but computer wouldn't power on. I checked the plug on the end of the power cord, had no voltage, unplugged, cut the end off, it now had voltage, soldered on a new end from radio Shack. Works like a charm.
    May be your problem.
    Just because the lite is lit, doesn't mean it has power at the end of the cord.
