You should replace all copper lines.
You should run a new electrical line from the breaker panel to the outside disconnect.
You will need a new inside evap coil and naturally a new outside condensing unit.
You can put the central outside unit anywhere you want outside but usually I do prefer to put them in a shaded area and not next to any bedrooms if possible.

Try checking each pole of the compressor with a megaohm meter. Could have toasted windings
