If there is a court order. And there is a monthly amount then he will be in what's called arrears.
What you need to do is have that order enforced. You need to get a lawyer or someone there to help you if possible. You might also be able to do this yourself but it is your mom who is the beneficiary.

You will need to explain in detail and provide all proof as they ask you to do. They can help you collect it. It may be a matter of jurisdiction and it may need to be transferred. But it is possible.
Motives aside. If this man had an order against him and fled the country to get away from his obligation then the law says he is to pay his court ordered child support. It never goes away. Had this been a California generated order he would be owing 10% on his arrears yearly.
It adds up very fast.
US laws don't matter... YOU and your mother were not here as residents or citizens during your childhood. US laws don't apply because of you are under Swiss Laws which don't apply here.
If he ever returns to Swiss territory... THEN you can do something.
My advice is get over it. He owes you nothing. You are entitled to nothing. Wasting your youth being bitter about a man you never knew and never wanted anything to do with you will get you nothing... and will only hold you back in life. You can't be looking back and moving forward at the same time.
When you are able to do that you will see the wisdom in what I just said. Sometimes life isn't fair... but if you make the best of what life does offer you, then you can consider yourself a success.
But if you sit around complaining and wanting "revenge" its only going to hurt YOU.

This is incorrect. We have signed agreements with other countries concerning the application of child support as well as other laws that protect certain rights such as being married etc. So a swiss order is good as far as the courts are concerned. Otherwise you could have the noncustodial parents fleeing to other countries and never having to pay a dime. It doesn't work that way.
