I am going through the same thing in Virginia, King William County. I just sent my Petition to the DSS putative Father Registry. Go to https://www.dss.virginia.gov/family/ap/putative_registry.cgi and file yours Immediately. Its an online registration form that you fill out online then print it, sign it and send it to Virginia Putative Father Registry, Virginia DSS, 801 E Main St, Richmond,VA 23219. There is also another address you can send to Virginia DSS, 7 North Eighth St, Richmond, VA 23219-3301

Since his child is probably a year old at this point, new information probably isn't going to help him.
