Suggest setting selector to 1000 and take reading. Sounds like your 250 reading is the meter pegged out. Actual voltage may be higher.

Does that mean your main load center is in the garage or does it mean you have a sub panel in the garage and the garage light some off the sub panel?Quote:

Well that's solves the blowing bulb issue. It does not solve why you have 250VAC at the bulb socket. BE VERY CAREFUL with 250!! I would turn off all breakers and have a qualified person check this out. Very abnormal. Could be lightning damage and one of the bars shorted to another side? Burned out neutral at garage panel?
When I set the voltage selector to 1000 I get a reading of about 60 volts

I think the pdf attached shows the installation manual and it may got the configuration of the right bulb to be used for garage . If it doesn't work why don't you call a garage storage system service professional so that he could fix it for sure.
