    OK, sorry, did not see that. This thread is getting large and off topic a bit.

    So your pulling #4 for a 70 amp feeder? This will need a min of #8 EGC.

    I cannot find where is was suggested to not use an EGC and only use a ground rod, too much to review I guess.

    It does not matter, the good thing is your persistent with chasing me down and asking questions.

    With using a 4 wire feeder that includes an EGC, a ground rod is not needed at the subpanel.

    While a 3 wire feeder with ground rod is now allowed, it will be discontinued in the next code edition 2008. So may as well be ahead of the code, int his respect.
