As for drag queen appearances at public libraries, they are considered programs and people who want to attend must sign up. The children who attend, the younger ones usually with parents, have talked with their parents about what they will see and expect at the program -- songs sung, finger plays done, picture books read, accompanied by laughter and fun memories.

I know this from working in public libraries for 30 years. A drag queen appearance would be considered a program that had been approved by the library board and arranged by the person(s) in charge of programs.
It would NOT be a spontaneous appearance in the Youth Department.
So you know what YOU would have done, but have no idea what the other hundreds of libraries across the county are doing.
But even at that, presenting these perverted men to children as something that is ordinary and natural is, in my view, criminal.
