That's a step up from perfunctory. I think your state's way is far superior to signature checking alone.

We often disagree, but not on this occasion. I would only add that #3 should include a valid reason for requesting a mail out ballot.

Heard today that every state that mandates picture IDs has a process for people to get a FREE pic ID, and also has a provision for the person getting a provisional ballot that would be counted upon the person later getting proper identification.

When I called for an application, I had to tell them why I needed a mail-in ballot. I was prepared to supply my hematologist's name, address, etc. if I had been asked.
