If I were him I would not give one. The Constitution only requires the President to report to Congress about the state of the nation. It doesn't even say it has to be annually .
It does not require that to be in front of a joint session of Congress.Quote:

Washington and Adams did so ....but there wasn't another oral one until Woodrow Wilson ,and it is only since Reagan that Presidents have consecutively addressed Congress orally with a SOTU address .
All the press is going to concentrate on is who did not attend .So I would not give them the pleasure . He should just tweet his message .
