I've seen it happen on two separate occasions. One time, the wheel broke off the axle. The other time the lug nuts came off. It happens, rarely. But in this case I'm guessing that is not the case.

If OP has no means to go back to the scene, ask for a copy of the police report. That should show whether they looked for a pothole or something.

I spoke with a friend of mine who was a police officer. She was going about 70MPH and one of her front tires shreadded due to being worn out and she left a shower of sparks for quite a distance before she finally stopped. In her case they traced it back to a tire that had a bald spot on it due to being ruined while curbed in a previous chase.

She too thought the OP's story made no sense.
