The warrants are for misdemeanor offenses, and were issued after leaving the state in which they were issued. My friend cannot afford to go back to the original state (or even to come home if he gets extradited) but his ID is expired and he needs to get a new one in order to start a new job. Is it likely that he will be arrested when he applies for his ID? If he is arrested, how long can he be held, and is he likely to be extradited back to Washington State from Oregon State?

He can try, yes there are a fair chance he will be arrested when he applies for a state ID. Or at least they will come after him a few days latter. Since Washington and Oregon are very close as far as states go, how far is the actual place he lives to the actual place where the warrants are. But since it is not hard to drive the distance, it is fairly easy to extradite.

As to how long, first he can be held up to @ 1 hour while the state with the warrants make a first choice if they are gong to come after him or not. If they say they will come get him, he can be held though a hearing unless he waives his right to a hearing. I have seen it take a week to two weeks to actually come get them.

Once he is back he will be held in jail either till trial, on the warrants, or till he posts bail. If he has no money, then posting bail is not going to happen, so depending on the warrants or the type of crime they are for, he could be in at least a few months waiting on trial.

So the DMV would see, and care enough the call the police over, a minor misdemeanor bench warrant issued in another state?

Warrant is warrant, warrants show up as two types, felony or misdemeanor. The bench warrant will be for the level of the court case.

And in many cases, they will not even have to "call" the system automaticlly tags it when they enter the data.

And again you said "warrants" not "warrant" so the more he has the more serious they will take it,

But often it can even depend who is on duty at the desk when it gets called in.

I have had states 4 states away, get someone for misdemeanors, and some states next to ours not come after some one for a felony before.

Remember these are government employees, they follow rules, remember when you go to the DMV, common sense has nothing to do with their jobs anyway

I'm hanging around, but I'm not going to be any more coherent that the Padre. In my view, a state is not going to issue an ID WITHOUT finding out about WHO they're issuing an ID card to. They MAY run a warrant check, and they may not... If I were him, I'd think they would.

That is just the thing, you won't know till he does it,

He may get one and no problem at all, but of course he has to prove his residence and his address will be there on file. So they can come get him latter also.
