The "tongues" are the initial evidence that a person has received the Holy Ghost (or Holy Spirit, same Person). A casual reading of the book of Acts will show that the Apostles expected every believer to receive the Holy Ghost, and they accepted "tongues" as evidence that the believer had done so.
In addition to being evidence of the infilling of the Holy Ghost, tongues are also a "gift" that Paul explains to the Corinthians.
Tongues in private prayer need no interpretation, (although Paul says we should pray to interpret) while tongues in a public meeting should be interpreted.
When I speak in tongues, the mind is not involved. Strangely enough, when I interpret, my mind is only sllightly involved. It's hard to explain, but I may only get a phrase or a few words to start with, and then the words just seem to flow without any forethought on my part. In the Church setting, the message will generally be for the whole body of believers, one of encouragement, or maybe correction.
CAUTION:
No one should seek for tongues. The Holy Ghost is received through prayer, worship, and faith.
UNDER NO CIRCUMSTANCE SHOULD ANYONE ATTEMPT TO SPEAK IN TONGUES IF THEY KNOW THAT THEY ARE LIVING A SINFUL LIFE STYLE.
First, repent of sin and accept Jesus as Lord and Savior, and THEN you become a candidate for the Holy Spirit baptism. To seek for tongues while clinging to sin is to invite an evil spirit. Remember, The Devil knows plenty of languages.
