    Yes, cats seem to be able to start and stop labor. She is probably still in the very early stages of labor and is getting ready for the big pushes she will need to get the kittens out.

    Yes. If mom feels uncomfortable, unsafe, or bothered by her surroundings, then she can stop labor for up to a full day, even after having one or more kittens.
