Still not starting
Perform the K-Test on the replacement ECM. Was it an exact Honda Part No. match? Does the CEL come on for 2 seconds and then go out, when the ignition switch is turned to ON (Position II)?
Cel stays on still... and yea it's the same
K-Test results?

Red goes to the ground right?
No, black to ground.

They're reading 5 volts except the red one its 0 volts
The only hole that matters is the one on the right. What does it read?

Take it back--it's no good.
Why is that?
Because it's not delivering 5 reference volts. You bought it at Pick-A-Part, right?
I bought it off my buddies gpa . He told me it was brand new

Here's the ECM's mission in life:
The ECM (computer) is nothing more than a “power transistor,” whose job is to supply the proper voltage to a host of sensors, under constantly varying conditions.
The reference voltage is always 5 volts--your's is zero, which tells me it's fried. If the sensors tell the ECM that it doesn't need 5 volts, then it cuts back. It's constantly adjusting voltage to what's required.
My position is that if you install a good ECM your Prelude will start right up.
What does the ecm have to do with the spark plugs not getting any fire though?
When the CEL comes on and goes off normally, it's the ECM telling you it has checked everything out. If the CEL does not go out, most Hondas will not spark and the fuel pump will not run. That's why we begin our diagnosis here. Trust me, I've solved hundreds of these cases over the years.
