Main problem is likely the ICM.

First off THANK YOU!! For your time. Just a quick question if I may, if you had good strong spark then how could it be the ICM? I originally was going to try the main relay next, I am discovering though that when that IS the problem you usually have no spark. THANK YOU again for your time and experience.

You can have great spark, but, if the ICM is not firing at the right time, the engine won't start. The ICM's job is to precisely control spark, under the direction of the ECM. When the ICM is failing, it doesn't fire at the right time or it doesn't fire at all. In your case, it's an issue of timing.

If the ICM and coil are good, but the engine still doesn't start, the problem frequently involves the distributor housing, where one or more internal sensors (CKP, CYP, or TDC) have failed. For Hondas, I only recommend Honda genuine housings.

If the CEL comes on and goes off after two seconds, when the ignition switch is turned to ON (Position II), focus only on the distributor if the engine doesn't start. That test says the main relay, fuses, ignition switch, and ECM are fine.
