    1998 Honda Civic Won't Turn over
    I have been reading these posts for a few days now and decided the answers within are more helpful than any other resource thus far. I use a Chilton's manual to help with the actual labor. I have a 98 Civic, that I can't get to turn over. Initially the starter needed to be replaced, but that didn't get the car to start. The car sounds like it wants to run, but it will not turn. I know the batter is good. The spark plugs are working and produce a spark. The heads are getting fuel, the old spark plugs were soaked when I replaced them. Could this cause a problem?

    I am willing to fix whatever needs to be fixed to get the car running, I just don't want to stab at the dark throwing money on things that are not broken.

    Yep if plugs are getting wet it won't start as its flooding but check petrol as my car done it once anyway if its injection check that too check your injectors

    From your description, I would replace the Ignition Control Module and coil:

    If the problem persists, you may need to replace the distributor housing (Genuine Honda only)--one or more sensors inside the distributor may have failed.
