WOW. Looks like a lint fire there.
It is doing that because is an overheating situation and sometimes the lint caught in fire , open the dryer, clean all the lint inside and check the Heater element, maybe the hi temp fuse have been jumped and the element is overheating, looks like someone jump some part broken in the element, be careful is a fire hazard and a really bad sitation

The only way to correct it without burning house down is to totally disassemble the drier and clean ALL parts that move air. This includes the blower and air ducts. Look carefully at every part. Then check out thermal limiters which are oval and screw to sides of ducts with two wires attached. It's an easy job, but takes time to do right and you have to wash out most parts except motor which should be vacuumed out. DrTom4444
