Outdoor spigot will not turn

Are you saying you can't get the spigot handle to turn? Or does it turn but no water comes out? If the latter - have you checked to see if there is a turn-off valve for the line inside the house? It's pretty common for outdoor spigots to have a turn off valve inside the house, so the line can be turned off in the winter.

Yes, please clarify. ebaines is correct. Almost every outside faucet has an inside stop. In our house, it is located under the kitchen sink.
