Water company has no record of a bad yoke but previous owners say the pipes are not correct so water service took the meter. Yoke is still there but has no pipes leading to it. I know nothing!! So anything helps. Ps water company says they took meter due to non payment of water bill, would they cut that pipe as well to remove meter and stop tenants from stealing water?

They just might cut that, I saw them dig up the street to cut utilities to a property that had a meter bypassed a few years ago on the street I live. Cost that property owner over $100,000 in fines and fees to have service restored.
