You may date, but any sexual relations is not legal. Also you will need your parents permission.
But realisticly no 16 year old would normally or should have interest in a 13 year old child

There are no laws governing dating. But you need parental permission. Have you asked your parents whether you are old enough to date? Would they approve of your dating this boy? Does he want to date you?

If your parents say no then it doesn't matter if its legal or not, so ask them what they think.
