I was divorsed in 1991 there seems to be a "quadro" he has already taken the 401k out on 2007 with out telling me do I need a lawyer? I just found out this info. Can I go to a judge? Called court house seems "his work has a quadro but didn't abide by it . Help please

I would not attempt this without an Attorney unless you have a LOT of legal experience.
I'd call the Attorney at the time of the divorce - somebody missed something.

I assume that the term "quadro" means QDRO, which is a Qualified Domestic Relations Order. This is a court document that specifies how a spouse's 401(k) account should be split to establish a separate account for the ex-spouse. It's issued as part of the divorce proceedings, so if a QDRO was issued it would have been back in 1991, and your separate account should have been established back then. I suggest that you review the papers that were issued by the court at the time of the divorce to see if indeed that happened, and I also agree with JudyKayTee that you should contact the lawyer who handled your side of the divorce and ask what happened with the QDRO.

Also, if the employer was properly served with the QDRO order and ignored it or violated it, then you have grounds for a suit against them.
