Have you tried to use Google... Wikipedia has a pretty good explanation of it and its almost at the top of the results.

The reason why he may not have gotten any results from Google is that its MARTIAL not marshal law.
Martial law can be declared by the head of government to protect the peace and safety of the people. It can be declared very locally or across the US.
