When the cooker switch is turned off I still have power to my oven&hob

If the unit contiues to work with switch off, the switch is defective.

If you trying to work on wiring and found it live with the switch off, then shut off the circuit breaker.

Use more words to describe the situation, what are you trying to do, what type of appliance?

This is what we call a range. The OP is in the UK (most likely).
