I was given an eviction notice by my landlord and he signed that he was an attorney-he is not-Is this a legal document

If you know that the signer of the eviction notice is your landlord, then it is probably a valid eviction notice.
 
If you believe that you have a case against him misrepresenting himself as an attorney, that would likely be a different issue:  not, though, for a civil suit since there are no damages that you can claim as a result of it.  You could, though, report it to the local legal authorities.
 
Bottom line (in my humble opinion):  If you have violated any terms of the lease, and were given an eviction notice from the landlord or his/her agent, then you should deal with that issue first.

Are you sure he didn't claim to be an "attorney-in-fact", under a power of attorney from the actual owner?
