Carvels

Hello,
The mercury switch thermosta in a room at the main level of our house is turned off yet heat continues to stay on in the room (hot water baseboard, gas heat). The zones in the system are controlled with Honeywell 40004850-001 zone valves. Recently we had one zone valve (to our hot water heater) removed and the powerhead replaced. What would keep heat coming into the room when the thermostat is not asking for it? Crossed wires? Also, when they replaced the powerhead they replaced the cartridge to the circulating pump.
