No. Within a week or two, he will be very sorry he started this practice.

Shaving of forearms only leads to other areas including chest, legs and head.
Shaving your face daily is bad enough you really don't want to start elsewhere..

Hair on various body parts is programmed to grow only so long. That's why we don't comb and style our arm and leg hair like we do the hair that grows on our heads. Growing-out hair does look darker ("stubble"), but once the hair on arms or legs has grown out to its programmed length, it looks like it did before it was shaved.
