Floursecent ceiling light in kitchen just flickers when I turn on the switch. Thought it was the bulbs, bought new bulbs and they don't work either. What is the problem? I can't see in my kitchen!

Old ballast. Might even be the old ones that are now illegal anyway. You need a new fixture.

If you have an old fixture that uses a capacitor (sort of looks like a AA battery), some times called a starter, replace the capacitor. If you have a newer fixture that does not use a capacitor make sure that the ground wire is securely attach to the frame. Newer fixtures need to be well grounded.
