I am looking for the title of a puppet movie that had a Humphrey Bogart detective trying to save Valentine's Day. The evil villain was a femail puppet with jet black hair and squinty eyes with an accent, maybe Russian or German. There was also a cupid puppet. I don't remember much else. The last scene had the villain and the detective falling in love, and as they walk away he says the closing lines of Casablanca. This was not a muppet movie because then it would be easy to find and would have had at least one recognizable character. It may be have been a made for TV special on HBO... not really sure where it aired.

Just remembered the plot! The evil woman makes a potion to dip cupid's arrows in. Instead of making people fall in love, they start to fight.
