Rainly day

I have the drain tile changed for a year, After a few months, I notice my basement humidity even higher than before.
During the raining period, I can have 8 Liters water or more from my dehumidifier and now I am planning to add sump pump inside the basement. How to dig and where can I get the good spot to collect all the water... etc But a thinking come to me was the outside sump that they build closed to the house. It didn't has a base bottom. I have asked them why like that? But they told me because of it is deep into the firm clay layer. So it didn't need the concrete base, Just direct on the soil is fine!
My question was Is this true? If not than how to fix this problem..? After this I mat still go for the sump pump
But how and where is another question I need you to help out ! Cheer!!
