I wrote a letter to my hr dept head. 2 months ago I had a development training review and it was OK. It is 2 months later and I have received nothing to help with my manager training. I said in the letter that it was canceled the first time and the second time I had to remind my manager, the plant manager cancaled and the hr manager was 15 min. late. I told her that I have got nothing to help me advance. WHY. She called me the next morning and schedualed the confidential off site meeting with her.

Be very cautious and ask why you were called, what is the purpose of the meeting and why off site?

I did want to speak to her about this issue. I have no idea what she will say and I also question why off site.Like it's a secret.

Always be careful, remember often even if wrong, if things come to them or you, often you will be the one to go.
You have basically filed a complaint against both of your bosses, and HR is most likely investigating, so even if you are proven right, you are still going to be working for a boss who may get into trouble over this, so they may decide to find reasons your work is not up to par.
