What is the safe temperature to run a hot tub/juzzci in a public place in the state of Arizona

I am concerned about the build up of bacteria in a hot tub regulated at 80degrees. Many people use this hot tub/jucuzzi in a public establishment. What is the temperature safety for a public establishment located in the state of Az? Is there a health law guideline in the state of Az?

Should be in here (http://www.azsos.gov/public_services/Title_18/18-05.pdf). I don't see anything about temperature, but go through it to be sure.
