Can a Nebraska Small Claims Judge rule in favor of the Plaintiff if they had no proof whatsoever?

Can a Nebraska Small Claims Judge rule in favor of the Plaintiff if they had no proof whatsoever?
I've had a judge rule against me as a plaintiff when I had photographic evidence backing up my claims. Some are good at their jobs; some are crappy, for lack of a better word.
If I can ask, what exactly is your situation?
