how far from the end of a 2 x 10 floor are you allowed to drill a 2" hole

You must drill at least 2" from any edge and can remove no more than 1/3 of the dimension of the lumber. Let me know if this isn't clear. A 2" hole is way less than 1/3 of the 2x10.
