Hi, I saw that you were willing to answer about painting license in Washington State. Please tell if you know, if I need a painting license in order to open a painting ( interior, exterior,comercial and residential ) business in Vancover WA? I will move from California in couples of weeks,

I just combined and titled your posts that you had posted on someone else's really old question. This place doesn't work the same way that a chat room does. So, if someone wants to post a new question that will get noticed as being their own, then it's best to be posting the new question by starting a new thread.
Concerning your question, I haven't found anything where a person who wants to paint in the State of Washington needs to have a license to do that. However, that might also depend on the municipality where you're wanting to do the work. So, it would be best to be checking with city officials about that where you're wanting to do the work.
