because the variables (x) are the same (not squared or cubed or multiplyed by anything else, yes this can be simplified

To simplify your problem just add both sides of your equation by 8 so that your equation will equal zero.
So:
3X + 2Y = -8
3X + 2y + 8 = -8 + 8
3X + 2Y + 8 = 0
You cannot solve any further with what you have provided.
