Well that depends. If he's under a union contract, then no. If the cut will take him below minimum wage then no. But, otherwise, an employer can cut an employee's salary rate.

It's obviously different in the US, over here if you start a job being paid on a specific hourly rate, the employer cannot change it, however the way they get around this is to cut the hours worked .

I was talking, employees who have a contract, If you work for an employer you will be given a contract, by law... UK

Of course, if an employee is under a contract, their pay can't be changed wothout renegotiating the contract. But in the US, contracts are not a requirement.
