What is the best way to cut up concrete and put in a toilet in the bastment, and put a new stack sewer vent

I am afraid the only way.. the best way is a jack hammer. Simple as that.
Some people may suggest a gas cutoff saw. Don't use that... people have died using that tool in closed basement.
Fact is that you need to chip out floor where you want pipes/stack to go and then chip out a channel to the main sewer drain under the floor and connect all together.
Underground:
Use only wye fittings or wye/1/8th combination fitting or a separate wye and a separate 1/8th bend and long sweep 90 degree fittings (or 45s or 22.5s) for waste lines. Can use TY fittings for vents. Wet vent can tie in at center drain line, and regular individual vents must roll above the center line of the horizontal drain to be legal individual vent.
And when come out of ground with stack, code requires you to install a dandy clean out... See pic. I use them on all pipes that come out of concrete... even vents... but not everyone does that (can never hurt to have too many cleanouts)!
