Hello My dad has a Honda snowblower HS55 TA and I would like to put a electric starter on it for him. Will part number 06312-ZE1-780 fit or is there any electric starter that will work

TA schematic shows "manual starter ". I would check with a Honda parts distributer for possible interchange. The one part I did find showed "obselete part " $260

The K1 and K2 versions have electric starters though the kits are now obsolete. The kit is 063W1-ZE1-780(Honda Code 2289015) though it is unclear if it comes with or requires the flywheel with the ring gear, 31100-ZE1-821(Honda Code 5308457.)
It may be that those models come with that flywheel as another is not listed. The regular TA does not have the ring gear.
At any rate it would be subject to stock on hand.
