My friend lives with her mother and father and when her cousin got out of prison he needed a place to stay so they let him stay with them and then his dad came and stayed as well and now my friend wants them out cause they are not working and using drugs, and she has two small children and is worried that something might happen to them. So she told them to leave last night but they both said no cuase she needed a eviction notice, that would still give them 30 days how does she get them out at a faster rate cause she fears for her kids

Report them to the cops and have them arrested for possession. Or get a restraining order against them. Both methods are going to require some proof.

Since there was no agreement that they should pay rent, your friend can't give them a pay or quit notice. So she is restricted to a 30 day notice. But that ntoice isn't final. If they ignore that, she then must go to court for an eviction notice. This would then involve a hearing at which time the eviction order would be issued. Then she needs to hire a sheriff to forcible remove them.
