What type of ballcock do you have? A float ball on a rod or a can that slides up and down on a wire? I need to know before I can answer. Cheers, Tom

If you don't mind spending about $10 at Walmart, or Magic Mart, K-Mart, or other department store for a new unit, I would replace the unit in the tank.
If you do, be sure to cut off the water supply, then the hardest part is soaking up all the water in the tank so it doesn't run out on the floor! Replacing the unit is easy, with unscrewing the nut on the outside bottom of the tank, pulling out the old one, and setting in the new one.
Also, check to see if your float-ball rod is not hitting on something, not allowing it to drop all the way down when the toilet is flushed. If it drops just slightly, it will not allow the unit to open up all the way.
Best of luck.
Fred gave you excellent advice. If you change out the ballcock, shut the water off at the angle stop and flush the toilet. There will be some water left in the tank. Take a sponge and sop it out. You may now undo the water supply and the retaining nut that secures the old ballcock and pull it up and out. You may now install your replacement. Good luck, Tom
