In what situations is he crying?

When you leave? When he wants food? When he sees another dog?

The sniffing at the ground is pretty standard practice for most dogs, they see what other dogs/animals/people have walked down that same path by checking their scent.

If you want that behavior to stop then there are ways to help.
When walking him, if he goes to sniff the ground try teaching him the command "heal"
I persoanlly use "Heal" as a command meaning 'walk next to me and behave'

When you say the word "Heal" gently pull his leash up and continue walking.
If he goes to do it again, repeat the word "Heal" and pull his head back up but this time wrap the leash around your hand so it is short.
Make it so he cannot physically put his head down.

Do this for about 10-15 seconds and release..

    Repeat repeat repeat.

He cries when I leave. He cries for my attention and if he thinks its time for his walk he cries. If he sees another dog he also starts crying, its just getting a bit too much
