My Basenji is one year, 4 months. She still pees in her crate no matter how often I take her out or how tightly we stick to a schedule. Does anyone have any ideas?

She has a large crate with windows in the sides. It allows her to stand up, turn around etc. Is it too big?

Our yard is fenced and she will wait to come back inside to pee. I've tried to outwait her but 3 hours is long enough for her to go outside. I have even stood there with her the whole time. She knows not to go if I'm with her in the house, she understands "NO." But as soon as she is returned to her crate, she pees.
