There are a number of reasons this maybe happening. This should help in solving any issues you may have.

I get a red x in the left corner of the box when I try to open an e-mail where a picture should be how do I fix this
This works
1.Close Outlook
2.Load Regedit. Start | Run | Regedit
3.Navigate to the following registry key;
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\O utlook\
Security\OutlookSecureTempFolder
4.Delete the path specified in the OutlookSecureTempFolder key
5.Restart Outlook
